MINUTES OF THE BIMC BOARD OF GOVERNORS
JUNE 28, 2003
Commissioners Present: Cheryl Burkhart, John Howieson, Martha Mills, Chris Owings,
Brian Kinkaid, and Scott Shanks.
Guest: Jim Davis, Facility Manager
President Cheryl Burkhart called the meeting to order at 10:05 a.m. at the Blakely home of Scott Shanks.
Approval of Minutes
The minutes of the March 29, 2003 meeting were approved
John Bonica sent a letter of concern about fireworks. There was discussion about the issue. The BIMC does not buy, sponsor, nor supervise any fireworks.
The Board wants to remind BIMC members that Jim Davis is not a law enforcement officer but only does liaison with the county authorities. On general neighbor-to- neighbor disputes, such as barking dogs, members should talk to each other rather than call Jim. If there is serious risk to person or property, then Jim should be called.
There was discussion about properties adjoining the BIMC plat.
Water: Cheryl Burkhart is talking to Janet Taggares about the water issue, in particular the recent near emergency caused by the depletion of most of our water supply in a short time period. BIMC is considering methods to prevent any future emergency of that nature.
The BIMC Board thanks Scoff Shanks for his service on the board. Cheryl Burkhart thanked Scoff for ajob well done.
The annual meeting will commence at 9:00 a.m. with 55 members required for a quorum. Cheryl Burkhart reviewed the requirements for the meeting: portable toilet, dumpster, keg of beer, barbeque, etc. All items are in order.
Jim Davis is still working on arranging the CPR and AED training; the usual person is not available.
The order of the meeting was discussed, the agenda reviewed, and the budget was reviewed item by item.
Martha Mills will put together information on composting.
The Post Office is still pursuing changing all non-ferry island mail service by canceling Methow Air, and sending mail 3 days per week by boat. There was discussion of the issues involved. BIMC members have been urged to contact the Post Office with their comments, and should continue to do so.
The next meeting will begin 15 minutes after the Annual Meeting is over. The meeting will be to install new officers and schedule the next meeting, plus review any mandates from the community.
There will be a fire drill tomorrow. We do not have a fire drill on the 4 because too much else is going on.
