MINUTES OF THE BIMC BOARD OF GOVERNORS MEETING

JUNE 26, 2004

Governors Present: Cheryl Burkhart, Marc Droppert, John Howieson, Brian Kincaid, Martha Mills, Cindy Zech. Chris Owings was absent.
Guests: Jim Davis

President Cheryl Burkhart called the meeting to order at 10:20 a.m. at the Blakely home of Cindy Zech.

Approval of the Minutes
The minutes of the March 20, 2004 meeting of the Board of Governors were approved.

Reports
Facility Managerís Report.
Jim Davis reported that the low-flow toilets installed at the Marina have reduced the Marinaís water consumption by approximately one third. Jim presented the figures on BIMC water use in June for the last three years. See attached Water Plant production table for the amounts.
After the water issues information meeting over the Memorial Day weekend, routine monitoring of the water system distribution meters indicated excessive use of water along the eastern side of the runway, which was either due to unusual use (based on apparent occupancy levels) or a significant leak. No leaks were identified. Several members along the runway were noted to be using their sprinklers in violation of the ďno irrigating on the weekendĒ policy. The water level in the reservoir tank was substantially reduced that day to the point that the fire fighting capacity of the water system was at risk.

Treasurerís Report.
Cindy Zech reported that the treasury has approximately $128,000.00. The board discussed funding alternatives for projects if the membership approves a major increase in dues. The treasurer asked how the budget would be presented at the annual meeting. The fire and water committees will present their reports separately, with Cheryl Burkhart as moderator.
The Treasurer reported that the State of Washington, Employment Security, has notified BIMC of a routine audit. The Board requested that the Treasurer handle the audit and report back to the Board.

Old Business
Board Nominating Committee. Mark Owings has withdrawn from nomination after objection by Pam Roats that members from the same lot cannot serve consecutive terms on the Board, which objection the Board found had merit. Len Warden will nominate Ben Dole as a replacement nominee at the Annual Meeting. The other two nominees are John Madden and Ron Griffin; the latter will serve for one year.

Annual Meeting Checklist.

The meeting will be in Pete Galliís hangar. The port-a-potty has been arranged. Meredith Keyes, Deborah Davey, and Jan Bridge will handle registration, as usual. There was discussion about food and beverages for the picnic.
AED training will be on Sunday at Pete Galliís hangar. The fire drill will be on Monday at 10:00 a.m. in front of the Facility Managerís house.

New Business
The water meters requested by individual BIMC members have been installed by BIMC, the members have been invoiced for both parts and labor, and all but one person has already paid. Suanne Smith wrote inquiring whether this had occurred.

There have been anonymous letters attacking various members of the water committee and other community members circulating among the membership and posted at the Post Office. Any anonymous letter posted at the Post Office is removed and the Board will not respond to anonymous letters

Cheryl Burkhart confirmed that the Board voted by email to purchase low-flow toilets for the Marina in order to reduce demand this summer on the domestic water system. The low-flow toilets have been installed at the Marina. There was discussion about paying for the toilets, i.e. where in the budget and with what authority because Pam Roats has questioned whether the BIMC can do improvements on private property. Cindy Zech said the money is a long-range water plan item. John Howieson pointed out that the Marina toilets have substantially reduced water use at the Marina. John recommended that the Board encourage BIMC members to install low-flow toilets and perhaps develop a way for interested members to install low-flow toilets with a group plan for their purchase and installation.

 

Next Meeting
The next meeting will be immediately after the Annual Meeting to decide which member of the Board will have which responsibilities.
